Normal, IL, October 16, 2025 -- The League of Women Voters of McLean County sent the statement below to selected McLean County, Town of Normal, and City of Bloomington leaders in response to their ongoing efforts to resolve problems associated with the 2016 Intergovernmental Revenue Sharing Agreement adopted by the three governmental bodies.
The League believes proactive collaboration and coordination among the different governmental bodies is essential to good governance. It encourages these collaborative efforts in order to safeguard the mental health and public safety services the Agreement was created to help facilitate.
"When the Intergovernmental Revenue Sharing Agreement between the County of McLean, the Town of Normal, and City of Bloomington was enacted in 2016, members of the League of Women Voters of McLean County Mental Health Study Committee applauded the decision to use shared revenue exclusively for mental health and public safety.
"This Intergovernmental Agreement represented another good example of the kind of cooperation between the local governments that has existed for years, and for which the League has advocated for decades. Additionally, the agreement represented a means to accomplish needed improvements in behavioral health services in our county.
"While we understand there are issues yet to be worked out among the three governmental entities, we applaud the effort. The League has high hopes that a resolution of the issues involved will be accomplished and the shared sales tax will continue to be collected for the purposes of mental health and public safety."
